On February 21, 2017 the Vero Beach City Council addressed the issue of 5G deployment and voted unanimously for a one year “Moratorium Ordinance” to prevent 5G deployment in Vero Beach.
But then in Tallahassee despite the objection of The Florida League of Cities, on June 23, 2017 Florida Governor Rick Scott signed into law HB687: The “Advanced Wireless Infrastructure Wireless Infrastructure Deployment Act” (5G Small Cells), which was effective July 1, 2017.
The Florida League of Cities is the united voice for Florida’s municipal governments. Its goals are to serve the needs of Florida’s cities and promote local self-government.
According to Gray/Robinson, Attorneys at Law, Florida’s HB687 “provides for access to public rights of way for various facilities, including: 1) collocation of small cell facilities on government-owned poles, 2) installation of new poles to accommodate facilities; 3) installation of ground mounted equipment; and 4) installation of micro cells.
Wireless providers and infrastructure companies have been seeking pole attachment agreements and applying for permits to install broadband infrastructure in the rights of way in Florida and around the country.”
The one year moratorium us up and city attorneys are now working on new 5G citing rules that will comply with state law. Vero Beach will eventually have a community mesh network from both FPL smart meters and 5G. Each city can expect multiple 5G cell providers such as – Comcast, Verizon, AT&T, Sprint, TMobile etc.
Are you pleased to have these providers invading the telephone pole across your street; deaf to serious safety concerns relative to cancer? Modern wireless infrastructure like small cells can often be installed in an hour or two.
Who is it that is pushing 5G deployment so hard and why was local municipal control usurped when Governor Scott signed HB686 into law?
For one, the Cellular Telecommunications and Internet Association.
CTIA is a trade association representing the wireless communications industry in the United States. The association was established in 1984 and is headquartered in Washington, D.C
According to their website, “CTIA advocates on behalf of America’s wireless industry for legislative and regulatory policies that foster greater innovation, investment and economic growth.
And that “in order to keep up with growing demand for mobile data, and deploy next-generation 5G networks, we need to install hundreds of thousands of small cells in the next few years.”

But more and more studies on rats report results that there is clear evidence of cancer from cell phone radiation. Rats are the greatest predictor of cancers in humans.
Currently, there are over 2,000 studies on RFR proving biological harm according to Bioinitiative.org.
On March 28, The National Toxicology Program (NTP) released its full study results of the cell phone rat study in January and just rapped up a three day technical peer review of those results.
“Experts find ‘clear evidence’ of cancer from cell phone radiation in NTP study.
Eleven experts convened by the National Toxicology Program (NTP) over a three day period to review the draft technical reports from the NTP’s cell phone radiation studies concluded that there is ‘clear evidence’ that exposure to cell phone radiation caused a rare cancer in the hearts of male rats, and ‘there is equivocal evidence’ for the hearts of female rats.
The expert panel also reported ‘some evidence’ that cell phone radiation exposure caused brain cancer in male and female rats and cancer of the adrenal glands in male rats.
Additionally, ‘equivocal evidence’ of cancer risk was reported in the pituitary, adrenal, and prostate glands and pancreas and liver in male rats and adrenal glands in female rats.
The mice in the study, exposed to a different cell phone radiation frequency than the rats (1800 MHz vs. 900 MHz), displayed less evidence of cancer risk.
Equivocal evidence of cancer risk from cell phone radiation was reported for lymphoma in male and female mice. Equivocal evidence was also reported for skin, lung, and liver cancer in male mice.

On March 22, 2018 the world’s largest cell phone/cell tower study conducted in Italy by the Ramazzini Institute was released, which replicated U.S. results. Rats were exposed to full body, non-thermal radiofrequency radiation over a number of years. This is similar to full body exposures from wifi, cell towers, 5G, cordless phones, smart meters etc.

“A newly-published study by the Ramazzini Institute (RI) replicates the heart tumor result from the NationalToxicology Program (NTP) study of cell phone radiation on rats. The RI study found increased incidence of heart schwannoma in male rats despite the use of different frequencies and much lower intensity radio frequency radiation (RFR) than the NTP study. This suggests that the primary health effect found in the NTP study is robust.
The Ramazzini Institute (RI) conducted a life-span study on rats to evaluate the carcinogenic effects of cell phone radiation.
Among male rats, the overall incidence of heart schwannoma and hyperplasia (precancerous cells) was 0.7% (3 of 412) in the control group, 1.2% (5/401) in the 5 volts/meter (V/m) group, 1.0% (2/209) in the 25 V/m group, and 3.9% (8/207) in the 50 V/m group. The 50 V/m group had significantly greater incidence than the control group (p < .02).
Among male rats, the overall incidence of glioma and glial cell hyperplasia in the control group was 0.0% (0 of 412), 0.7% (3/401) in the 5 V/m group, 1.4% (3/209) in the 25 V/m group, and 0.0% (0/207) in the 50 V/m group. However, these differences were not statistically significant.
The study used a different GSM cell phone carrier frequency (1800 MHz vs. 900 MHz) and much lower intensity microwave radiation exposures than the NTP study. The Specific Absorption Rates ranged from 0.001 – 0.1 W/kg SAR in the RI study as compared to 1.5 – 6.0 W/kg in the NTP study.
The Ramazzini Institute is a non-profit organization in Bologna, Italy that has conducted scientific research for more than two decades to identify and quantify environmental toxic and carcinogenic risks and evaluate the effectiveness of drugs to prevent the onset or development of cancer.”

The earliest study of cell phone radiation was reportedly in 1995 when George Carlo, public health scientist, epidemiologist, lawyer, and the founder of the Science and Public Policy Institute. began directing the industry-financed Wireless Technology Research project (WTR), whose eventual budget of $28.5 million made it the best-funded investigation of cell-phone safety to date.
Carlo sent letters to each of the industry’s chieftains on October 7, 1999, reiterating that the WTR’s research had found the following: “The risk of rare neuro-epithelial tumors on the outside of the brain was more than doubled…in cell phone users”; there was an apparent “correlation between brain tumors occurring on the right side of the head and the use of the phone on the right side of the head”; and “the ability of radiation from a phone’s antenna to cause functional genetic damage [was] definitely positive….”
Carlo urged the CEOs to do the right thing: give consumers “the information they need to make an informed judgment about how much of this unknown risk they wish to assume,” especially since some in the industry had “repeatedly and falsely claimed that wireless phones are safe for all consumers including children.”
According to a April 23, 2018 article in The Nation, “When Carlo presented his findings to the US government, they included his estimations of 500,000 US citizens a year by 2010 contracting cancer and 25% of the population by 2014 as a direct result of mobile phone abuse. Wirelessfacts.co.uk believe this is a gross underestimation.
Incidentally, The Nation has not been able to find a single insurance company willing to sell a product-liability policy that covered cell-phone radiation. “Why would we want to do that?” one executive chuckled before pointing to more than two dozen lawsuits outstanding against wireless companies, demanding a total of $1.9 billion in damages.

How much longer will the Federal Communications Commission ignore the science? Please do your own research and contact your elected officials. They will tell you that we are pre-empted by federal law – this is NOT a reason ignore the facts and continue rollout of an untested technology.

I am not surprised that the POWERFUL TELCOM Industry required its lackeys in STATE GOVT to wrest control from local communities. ((odd that interests that normally denounce BIG GUBMINT – RUSH to STATE GUBMIT to Shield them)) I digress.
It is so widely opposed THAT OVERREACH is the only way, this abuse by ELECTRO-MAGNETIC EXPOSURE could be possible. Local Communities would not, with out coercion accept this.
